it could run off of a minigsm card, which allows it to access the internet basically anywhere. but it costs 130$ more and costs 15$ for 250 mb a month or $30 for unlimited a month

The '3G' refers to cellular service. The Wi-fi only version can only connect to the Internet via a wireless router (e.g. "wireless Internet" common in many homes and coffee shops).
The 3G version can ALSO connect to the Internet in the same manner as a cell phone. You have to pay either $15/mo or $30/mo for access, but then your iPad can connect to the Internet anywhere you get AT&T cell service.

wifi is connecting to the internet via wireless router signals such as you may have at home or coffee shops, libraries, bars etc. the 3g ( 3rd generation) is the network offered by phone companies that cellphones use. in other words, with wifi you will have to be in range of an unlocked wifi signal to go online, with 3g ( which will be offered by at&t ) you pay a monthly subscription for intenet service just as you would with a cell phone. unfortunatley, in the real world you are not going to get the best browsing experience with 3g simply because of at&t. they have a very small 3g coverage area. ( i had to laugh when my friend bought an iphone 3gs & crowed about having a 3g phone. i reminded him that at&t doesnt have 3g coverage in our area & it uses edge just like every other phone in our area,,, except for those of us that use verizon & get 3g service). make sure you are in a 3g area before you make any decisions.
